WEST RIDING CONCTABULARY, POSSIBLE TRAINING GROUP, SEE NOTES
This is mixed group of West and East Riding officers.
If you look closely only three people in the front(sitting) rank are actually wearing West Riding insignia.  All the others are wearing East Riding collar insignia despite wearing West Riding helmets.
The exception is the seated officer with a peak cap who has east Riding insignia.
The location is unknown, but the card is dated to 1925 by the manufacture stamp box.
There must be a good story here somewhere!!
