METROPOLITAN POLICE BAND 'J' DIVISION (HACKNEY)
The bandsmen are wearing a cap badge as illustrated in 'Helmets & Cap Badges' #01372.
The officer to the right of the civilian is wearing a cap badge of the 1910-1936 pattern (01364)
As there are a lot of 1911 Coronation medals worn and no WW1 military I would presume it was taken shortly after the Coronation.
